The Big Picture

Cultural Access in Washington

Cultural Access is Washington State legislation designed to specifically support non-profit arts, culture, heritage, and science organizations.

 

The program has been a huge success in Tacoma and was enacted in

Olympia in 2023. Funds generated from the sales tax increase support

non-municipally funded organizations.

In Tacoma, the program is called "Tacoma Creates," and it provides significant support for many types of programs and events.

In Olympia, 2023 is the "collection" year which precedes the distribution of funds. They have been preparing for the first round of grants in 2024.

For many mid-size museums and cultural organizations, Cultural Access is the only type of dedicated legislation-based funding available.

Legislation

Cultural Access is governed by Washington State legislation, specifically RCW 36.160 which explains how the program works and how it is enacted within a county or city.

In 2023, additional legislation (HB 1575) was passed that allows city councils to enact Cultural Access tax by council vote. City and county councils can still require the measure to be placed on a local ballot for public vote, but they are no longer required to. 

Timeline

1980s: Denver, CO Metro area passes the Scientific and Cultural Facilities District Act based on the "one penny per $10" sales tax. SCFD is formed and continues to operate to this day.

 

2015: Cultural Access Legislation passed in WA

2018: Tacoma Creates - 1st Cultural Access program 

2022: Inspire Olympia - 2nd Cultural Access program

2023: HB 1575 passed granting councilmanic authority

2023: Cultural Access GH proposed to city council
